Penang Voluntary Patrol unit is illegal

The Penang High Court finds the Penang Voluntary Patrol Unit (PPS) as illegal for not registering under the Societies Act 1966.

The Home Ministry had the right to declare PPS as an illegal organisation, said High Court Judge Hadhariah Syed Ismail.

According to Hadhariah, PPS activities were under the Societies Act, adding that its functions cannot be allowed as an entity under Section 101(v) of the Local Government Act 1976.

She added the home minister need not give any reason on declaring the unit illegal as it was within his powers and discretion.

The application was dismissed without cost.

The state government formed PPS in 2011 to fight crime and help with voluntary work.
